Describe the actual work you want to commission

Do you want a partition installed and a finished white surface afterwards? Include both outcomes in your enquiry. A description such as “complete interior work” leaves open who installs the boards, treats joints, prepares the surface and applies the paint.

Start with a list of the affected surfaces and their existing condition. Assign each requested step to a responsible contractor. This article helps you choose a commercial provider; work you carry out privately yourself is a separate subject.

  • What is there now: new plasterboard, old wallpaper, a painted wall or a local defect?
  • What should result: a construction, a repair or a complete new coating?
  • Which steps are included in the quote, and which need a separate commission?

Separate drywall construction from additional services

IHK Frankfurt does not classify acoustic and drywall construction itself as an essential activity of an Annex A trade. This does not authorise every additional job following drywall installation.

For a new wall, first describe the construction, boarding, junctions and agreed joint treatment. List additional surface work separately and ask the contractor to confirm whether they will undertake it. When a quote expands, explicitly ask whether their trade classification covers the added activities.

Keep the system description with the quote. If you later request a different finish, have the contractor assess the change before work starts and update the price, timing and responsibilities.

Why painting is not generally exempt from trade requirements

Painters and varnishers appear in Annex A HwO. Independently operating this trade or its essential activities as a standing business generally requires the corresponding Handwerksrolle registration. Section 1 recognises non-essential activities, but their combination can become essential.

When someone offers “only simple painting”, ask for the precise activities and the basis for that classification. Request a clear explanation covering the proposed scope. Do not treat a self-selected floor-area, price or time limit as a general permission to carry out the work.

Put minor caretaker repairs in their proper context

IHK Gießen-Friedberg gives local touch-ups and small-scale woodchip wallpapering with overpainting as caretaker examples. These concern limited tasks within property care, not general permission to offer complete home repainting as a separate service.

IHK Wiesbaden distinguishes property care from craft services and points to the necessary authorisation for essential repairs. Ask the provider to clarify uncertain additional work with their responsible chamber before you commission it.

Use the table to formulate questions. It does not decide whether an individual provider may carry out a particular task without Handwerksrolle registration.

Q1–Q4 describes the surface, not trade authorisation

An agreed filling level answers a technical question: what surface condition should be achieved? It does not grant a company trade authorisation. “Q2” is not a blanket exemption; “Q3” or “Q4” alone does not establish the legal classification of the whole commission either.

Have joint treatment, full-surface filling, sanding, substrate assessment, primer and final decoration itemised. Clarify the substrate, system, extent and responsible company for the actual activities offered. If the classification remains uncertain, have that question resolved before commissioning the item.

Then agree the handover: who assesses the prepared substrate for the selected finish, who reports outstanding issues, and who confirms the next appointment? This keeps unfinished tasks visible when two companies are involved.

Distinguish Meisterbrief, Handwerksrolle and Kleinunternehmer

The owner does not always need a personal Meisterbrief. HWK Wiesbaden lists qualified technical management, equivalent qualifications, exercise authorisations and exemptions among possible registration bases. What matters is the company’s appropriate authorisation.

Kleinunternehmer status under section 19 UStG concerns VAT, not craft authorisation. An ordinary Gewerbeanmeldung business registration does not replace a required Handwerksrolle entry either.

For a regulated commission, ask for the executing company, the relevant trade and current evidence such as its Handwerkskarte. Match the company details against the quote. If the scope or evidence is unclear, contact the responsible chamber of crafts.

Use a clear enquiry to obtain comparable quotes

Adapt this example: “A new plasterboard wall is planned in [location], with [dimensions and use]. Intended final surface: [product or description]. Please itemise installation, filling, primer and painting, name the company performing each part and confirm any authorisation required for its scope.”

For a repair, describe the precise damaged area and existing substrate instead. Have photographs, sketches and available records ready for discussion. Mark unverified information and ask for a site visit where needed. Clarify any visit charge beforehand.

  • Record the company name and contact for each offered service.
  • Compare included preparation, materials, protection and excluded work.
  • Relate required authorisation to the actual activities.
  • Describe the handover condition and responsibility for subsequent work.
  • Agree changes and their price and timing effects before execution.
