A new framework with transition periods
Regulation (EU) 2024/3110 updates the rules for placing construction products on the European market. Most provisions apply from 8 January 2026, while implementation remains gradual for individual product groups.
The previous framework is not replaced in a single step. Harmonised standards and documents may continue under transitional provisions until they are replaced or withdrawn.
What the regulation changes
The framework expands product sustainability information and provides for digital product passports. These passports become mandatory only after the relevant delegated act and its transition period take effect; they did not become mandatory for every product in January 2026.
For a current project, the applicable manufacturer documents and product-specific requirements remain decisive.
Documents worth checking
Before selecting a door, window, floor or drywall system, check the exact product, intended use and installation documentation.
- product and manufacturer identification
- CE marking where the applicable route requires it
- the relevant performance declaration
- installation, use and safety instructions
- declared fire, acoustic, moisture or thermal properties
Practical impact on smaller projects
A CE mark does not by itself confirm that a product suits every room or installation. HandMen works within the agreed service scope and manufacturer instructions. Electrical, structural, fire-safety and other regulated work is referred to an appropriately qualified specialist contractor.
